I'm guessing that "p9_g_d0_f25" doesn't indicate an actual font, but rather some encoding present in the initial svg that inkscape can't interpret. Inspect element identifies it as " font-family: "p9_g_d0_f25",sans-serif ", which is exactly the same as what inkscape identifies it as, but(!) says the font is not located on the computer, so I guess it's defaulting to sans-serif which is much larger.
